“Bangkit Berdaya” (Intensively Developing Sub-districts through Community Effort)
Background Information
The policy framework of this initiative is rooted in the city’s Medium Term Planning and consistent with the national policy to develop basic infrastructure and basic services for people which fall within both MDG and SDG targets.
Goals of the Initiative
The main objective of Bangkit Berdaya is to accelerate infrastructure development at the RT levels, and to promote cooperative community participation in support of government programs.
The desired outcome of this initiative is to change financing arrangements through which all local infrastructure programs whether small or big have been handled by the Public Works Department, resulting in long waiting times for community proposals to be executed. Bangkit Berdaya makes it easy and fast for proposals to be executed, and neighborhood environments to be made cleaner and neater. With Bangkit Berdaya a community is empowered and works together with government at the sub district Level to address infrastructure and environmental issues in its neighborhood.
Parties and Partners to the Initiative
This program promotes collaboration among communities, the private sector, and government.
Government initiates projects with fund grants to the community, the community offers labor and additional financial resources, and the private sector participates in local government’s development programs through their CSR (Corporate Social Responsibility) fund or activities.
Resources Used for Implementation
Local government facilitates and financially stimulates the community to implement and execute the plan and also offers technical expertise.

This initiative is revolutionary because it has never been done before in Jambi or in Indonesia.
It enhances team work and accelerates infrastructure development.

This innovation is being implemented on the village level under each Sub District Department as the leading sector for this program.
Obstacles and Solutions for Innovation
So far there is no major obstacle to implementing the program. It increases the quality of the proposal made by the community and it empowers them to do better work both at the proposal stage and in the infrastructure projects.
Outcomes and Assessments
This program has many positive aspects, among them:
•Reduces expenses by 45 percent
•The work can be done faster by involving all levels of the community
•Solidifies community, promoting “gotong-royong” values, and increases community sense of ownership
Methods Applied
The Bangkit Berdaya Program is a new approach to government administration. In the past all infrastructure projects, small or big, were done under the Public Works Department, which, with limited human resources and funds, was often overwhelmed so that the smallest projects, no matter how critical for a small neighborhood, went undone. The communities often felt that their proposals were being ignored.
The Bangkit Berdaya program addresses those shortcomings while forcing communities to make quality proposals reflecting priorities. This program empowers the Sub District Level to manage and execute the projects proposed by the community and to work together to accomplish them.
