The 2017 United Cities and Local Governments (UCLG) Executive Bureau held meetings from April 18 to 19 in Madrid, Spain.

On behalf of Mayor Wen Guohui, who is a UCLG Co-President, Mr. Zeng Qingchun, Deputy Director General of Guangzhou Foreign Affairs Office, led a group to attend the meetings.

Mr. Zeng Qingchun, Deputy Director General of Guangzhou Foreign Affairs Office, spoke at the meeting of Committee on Statutory Affairs on April 18. 

At the meeting of the Committee on Statutory Affairs on April 18, Mr. Zeng delivered a speech and expressed Guangzhou's support for the establishment of the Policy Council. The next day, Mr. Zeng presented 2017 work plan of the Guangzhou International Award for Urban Innovation (Guangzhou Award) and the Urban Innovation Community at the Executive Bureau Business Session.
