通过改革城市服务提升关爱女性能力和推动实现可持续发展目标
女性的“时间贫困”是造成性别不平等的结构性原因之一。照料家庭的负担大多落在女性身上，并且没有任何报酬，导致很多女性缺乏经济自主权。作为家庭主要照料者的女性更倾向于放弃高等教育，更容易患上慢性精神和身体疾病，以及遭受性别暴力。波哥大30%的女性无偿全职照料家庭，其中有91%的人属于低收入群体，有33%的人因此无暇照顾自身。2020年，哥伦比亚首都波哥大市启动了“关爱系统”项目，旨在明确家务劳动范围，并减少和重新分配此类劳动。该项目主要通过“关爱街区”（Care Blocks）开展，让负责照顾家庭的人能够轻松获取教育、休闲和创收服务，同时也向被照料者（儿童、残疾人和老年人）提供专业援助。该项目还包含一项文化变革行动，即开设“男性护校”（Care School for Men），以提升男性对家务劳动的认知，实现更公平的家务分配。该项目还提供了儿童托管和洗衣服务，这让负责照顾家庭的人每天能获得4小时来学习、创收或休息。
